More than any other modern disease AIDS ? the Acquired Immunodeficiency Syndrome ? has focused attention on relationships between individuals and communities. Questions about personal moral responsibility have been balanced with concerns about stigma and discrimination tensions have existed between protection of civil liberties and the promotion of public health and the needs of individuals have posed both real and imagined threats to the resources of their diverse communities.
