The general theme of this book is the role of the French and German armies in maintaining domestic order between the first mass strikes of the late 1880s and the outbreak of the First World War. The study's central finding is that during this period of time the French army was used much more frequently and with much greater force to police political protest and labour conflicts than in Germany. The key objective of the book is to explain why the authorities of the French Third Republic and German Empire tended to implement policing measures that attributed very dissimilar roles to the army.
