The book includes the revised material of a conference held in the framework of the European Union?s COST project aimed at the investigation of some of the problems of transition of East Central Europe. The distinctive feature of the book, compared to the huge transition literature, is that it focuses on the human factor. The majority of the authors of the 19 studies are Hungarians but there are among them experts from Poland, the Czech Republic, Estonia, Italy, France and UK. The book gives a compact overview of the changes of the last few years concentrating on the questions of strategic importance: technological level, R & D, education and interactions of different civilizations. The book underlines the need for counterbalancing the wastage and underutilization of highly qualified labour in East-Central European countries. The relative abundance of highly qualified people should be a source of advantage in the adaption process. The education and the vocational training system is analyzed also from this point of view.
