Since the mid-1980s the so-called ?decline? of the United States has been debated in the context of a number of issues. This book puts forth neither a pessimistic ?declinist? nor an optimistic ?renewalist? thesis. It questions both arguments and suggests that the entire debate may have missed the point about international leadership. Precisely because most theories of international leadership have been concerned with the health of the US, there has been confusion between a structural position of ?hegemony? and an activity of ?leadership?. The remainder of the book illustrates the pursuit by the US of a leadership strategy within the Uruguay round negotiations of the GATT. In addition to challenging conventional debates, this book has important implications for the way in which the process of rule-making in international regimes in the ?post-hegemonic? era can be understood.
